Considering the consequences on economic activity of Russia's military invasion of Ukraine and the need to support farmers to cope with additional liquidity needs resulting from rising costs of raw materials, energy and disruption in supply chains, the Government is making available to farmers exceptional repayable support of up to € 500,000,000 (five hundred million euros).
This support will be granted to farmers who have received payments in 2021 under the Single Application (SIP) and who have submitted an application to the SIP in 2022, and the reimbursement of the support granted will be made on account of the amounts to be allocated in 2022. With this measure the Government aims to protect the agricultural activity, taking into account its importance in the economic activity as a whole and the satisfaction of the food needs of the population.
- Mainland farmers who, in 2021, received payments for measures under the Integrated Management and Control System (IACS), under the Single Application (SIP), in accordance with the schemes provided for in Ordinance No. 58/2017, February 6, and who, in 2022, have submitted an application to the SIP by May 15, 2022, may benefit from this exceptional crisis support.
- The maximum amount of exceptional crisis support to be allocated to each farmer is 50 % of the amount paid for the aids listed in the payment schedule of the PU until December 31, 2021.
- In cases where there is a reduction of more than 10% between the total maximum eligible area declared in the 2022 PU and the total maximum eligible area declared in the 2021 PU, the amount of the exceptional crisis support to be granted is reduced in the same proportion, and the other adjustments that result from the administrative control to be carried out after submission of the application to the PU also apply.
