Citizen's Card with contactless - one of the 18 measures of the new Simplex

Over half of the Simplex measures implemented and 300 thousand already use biometric mobile keys

SIMPLEX integrates simplification, modernization and innovation measures, enshrining digital as the rule of thumb as a way to improve the quality of public services, focusing on life events relevant to people and businesses. These measures aim to improve the business environment and facilitate access to public services by all people, while also strengthening the internal capacity of the Public Administration to fully respond to the needs of the society it serves.

Citizen's Card with contactless 

Identification will become simpler and it will be enough to bring the card close to the machine in a Citizen's Store or in a hospital. Another measure is to speed up the search for employment.

The Simplex has 18 measures and, with this new package, the new Citizen's Card is contactless, the job search is more agile and the dematerialization of the multi-use certificate.

"We will, from next year, align the Simplex with the calendar year and, therefore, the commitment now is commitment with the measures that we will implement until the end of this year. These measures, above all more citizen-oriented, are those that bring added value, of simplification, of efficiency, to the citizen and to companies," said the Secretary of State for Digitalization and Administrative Modernization to Lusa.

More than half of the 48 measures of Simplex are implemented, said the Secretary of State for Digitization and Administrative Modernization, who said that "300 thousand people" have already made mobile key authentication by biometrics.

"Simplex, throughout history has always been an emblematic measure of simplification and of bringing the Public Administration and the citizen closer together," said Mário Campolargo, who made a balance, "albeit summary", of some of the emblematic measures launched by the program about a year ago, a total of 48.

Speeding up the job search

"We're going to streamline this job search, we're going to cross-reference job offers and job applications more effectively. And how do we do it? By recognizing, in a more exhaustive way, the competencies of those who are looking for a job", through algorithm systems that allow the crossing of this information, according to the governor.

"This will be offered to all those who are registered with the IEFP looking for a job," he pointed out.

In addition, in the case of people who need a medical certificate of multi-use disability, it will be "more intuitive" and "faster" to use, stressed the Secretary of State, noting that this document will now "be automatically recognized by all" the ministries and services that need it to grant benefits of various kinds.

The dematerialization of the multi-purpose certificate - ANIM results in the implementation of an integrated citizen-centric process with disability that integrates all associated ministries, ensuring that the citizen does not have to obtain information from one area of Public Administration to deliver to another.

This reduces non-relevant travel whenever possible, especially considering the fragile situation in which the user is, with the added benefits of time savings for recipients and fewer interactions with multiple entities within one service.

These are three examples that Mário Campolargo classified as "emblematic" of this new Simplex package.

"We will complement the work that is being done in the area of housing and industrial licensing, and we will also move forward in other areas that will allow us to repeat this principle in some way: look at the legislation, make it simpler, reduce the context costs to make Portugal more attractive for companies that are here and for those" that want to settle in the country, he concluded.

Among other measures are the electronic invoice for entrepreneurs, the tacit approval checker, the OK address (extend the change of address in the citizen card to the address to be considered for bank account purposes), and the Car Insurance in the Digital Wallet.

The citizen card can also be used as a transport ticket and give access to the online bank account.

New Citizen's Card

What it isA contactless card, with a new design inspired by national elements.
Advantages: more security and new usage possibilities - the new Citizen's Card can serve as a transport ticket or give access to bank account opening in digital and face-to-face channels. This new version will also have a reinforcement in the authentication processes.

Job search + agile

What it isIt is an innovative technological system that will allow the automatic cross-referencing of job requests and offers for unemployed people registered with the IEFP.
Advantagesfaster responses that are adjusted to the user's needs.

Multipurpose "One Time" Attestation

What it is: an integrated, citizen-centric disability process that integrates all associated Ministries. This process ensures that the citizen does not have to obtain information from one area of Public Administration to deliver to another. And that non-relevant travel to the process will be reduced whenever possible, considering the fragile situation in which the user finds himself/herself.
Advantages: less time spent and fewer interactions with multiple entities within one service.

Simplex Urban Planning, Spatial Planning and Industry

What it isIt is the continuation of the licensing reform for urban planning, land use planning, and industry. These changes will simplify procedures for businesses, boosting growth, investment and employment, but above all they will simplify procedures for housing, reducing, for example, the time and costs of building new homes.
Advantages: simpler and faster procedures.

These are less inward-looking measures within the Public Administration, and more focused on improving the user experience, eliminating unnecessary interactions, and with a strong digital component.

Review of the 2022 measures

Throughout its history, SIMPLEX has represented a commitment to administrative simplification, renewed annually with the presentation of simplification measures and the assessment of the execution of previously presented measures.

Digitized Health Exams: It has already allowed healthcare professionals to issue more than 26 million requisitions. And it has enabled users to access 53 million test results. Digitized exams have saved many trips to health care facilities, as well as the printing of millions of documents.

Virtual Consulate: Portuguese communities around the world now have an online, more direct channel for accessing consular services. A month ago, on Portugal Day, the Virtual Consulate was launched and has already made it possible to perform 300 consular acts and avoid 300 trips.

Mobile Digital Key - Biometric: The Digital Mobile Key, which can be activated in person, by video call, online and, this year, also by biometrics, ensures that a single access serves to enter all public services - and already some private ones, such as banking or telecommunications institutions. Since its creation, more than 5 million keys have already been activated. Of these 5 million, almost 300,000 were through biometrics.

Paperless invoices: Makes invoice management practical and economical for individuals and merchants.

Cell phone notification service to revalidate the driver's license: Through this initiative, until June 20, 2023, IMT sent 255,431 SMS. The service is still active and it is expected to send about 25,000 notifications per month until the end of this year.

Declaring sick leave up to 3 days: Even though it is not part of the set of announced measures, it was possible to simplify the declaration of sick leave up to 3 days, through self-declaration, i.e. automatic sick leave via SNS24.
