IEFP | applications OPEN for Ativar.pt internships

Internships with a duration of 9 months, non-extendable, aiming at promoting the insertion of young people in the labor market or the professional reconversion of unemployed people.

PROMOTERS

Individuals or legal entities, of a private legal nature, either profit-making or non-profit

Companies that have initiated special revitalization proceedings under the Insolvency and Corporate Recovery Code (CIRE) may apply for the measure and, to that end, must provide proof of that situation. The same applies to companies that have started proceedings under the Out-of-Court Business Recovery Regime (RERE), approved by Law no. 8/2018, of March 2, or proceedings under the Out-of-Court Business Recovery System, created by Decree-Law no. 178/2012, of August 3, and amended by Decree-Law no. 26/2015, of February 6, in progress before the RERE came into force.

The promoting entities must comply with the legal and regulatory obligations to which they are bound, including those of a fiscal and contributory nature.

DESTINATORS

Unemployed persons registered with the employment services who meet one of the following conditions:

  • Young people aged 18 and over and younger than 30, with a level 3, 4, 5, 6, 7 or 8 qualification from the National Qualifications Framework (QNQ);
  • People over 30 and under 45 years old, who have been unemployed for more than 12 months, provided they have obtained a level 3, 4, 5, 6, 7 or 8 qualification from QNQ less than three years ago, or are registered in a Qualifica Center, if they have a level 2 or 3 qualification from QNQ;
  • People over 45 years of age who have been unemployed for more than 12 months, who have not been granted an old-age pension, who hold a level 2 or 3 qualification of the QNQ and are registered in a Qualifying Center, or level 4, 5, 6, 7 or 8 of the QNQ;
  • People with disabilities and impairments;
  • People who are part of a single-parent family;
  • People whose spouses or unmarried partners are also registered as unemployed with the IEFP;
  • Victims of domestic violence;
  • Refugees and beneficiaries of temporary protection;
  • Ex-prisoners and those who are serving or have served non-custodial sentences or judicial measures and are able to insert themselves into active life;
  • Drug addicts in the process of recovery;
  • People who have rendered effective service in the Armed Forces who meet the conditions laid out in article 22(2) of Decree-Law No. 76/2018, of October 11;
  • People experiencing homelessness;
  • Persons who have been granted Informal Caregiver Status and who have provided care as the primary informal caregiver;
  • Belong to another specific public to be defined in specific regulations or by order of the member of the Government responsible for employment, depending on the priorities of public policy, namely registered unemployed people who are members of the household of a recipient supported by the measure Employment Interior MAIS - Supported Mobility for a Sustainable Interior (Order No. 174/2020, of July 17, as amended);
  • People who have been assigned a promotion and protection measure of residential care.

SUPPORT FOR TRAINEES

  • Monthly internship stipend in the following amounts:
    • 1.3 IAS* - no qualification level, level 1 and 2: € 624.56
    • 1.4 IAS - level 3: € 672.60
    • 1.6 IAS - level 4: € 768.69
    • 1.7 IAS - level 5: € 816.73
    • 2 IAS - level 6: € 960.86
    • 2.2 IAS - level 7: € 1,056.95
    • 2.5 IAS - level 8: € 1,201.08
  • Meal or food allowance
  • Workplace accident insurance

* Value of the IAS (Social Support Index) in 2023: € 480.43

SUPPORT TO PROMOTER ENTITIES

The financial co-participation of the IEFP is based on the modality of unit costs, per month and per internship, under the following terms:

  • Internship Scholarship
    • 80% reimbursement in the following situations:
      • When the promoting entity is a non-profit private collective entity
      • Internships under the special regime of strategic interest
      • In the first internship developed by a promoting entity with 10 or less employees, for the first application to the measure and as long as it has not already obtained more favorable support conditions in another internship financed by the IEFP
    • 65% reimbursement in the remaining situations.

The above co-participation percentages are increased by 15% in the case of:

  • Trainee who is in a situation of disability and incapacity; single parent; person whose spouse or unmarried partner is also registered as unemployed in the IEFP; victim of domestic violence; refugee and beneficiary of temporary protection; ex-prisoner or serving or having served non-custodial sentences or judicial measures; drug addict in recovery process; homeless person; person who has been recognized the status of informal caregiver and has provided care as main informal caregiver; person who has been applied promotion and protection measure of residential shelter.
  • Internship projects in inland territory, under the terms defined by Portaria n.º 208/2017, from July 13th.
  • Food, at the value fixed for workers in public functions: € 5.20/day
  • Workmen's compensation insurance premium: 3.296% IAS = € 15.83
  • Transport costs, when applicable, e.g. disabled and disable trainee: 10% IAS = € 48.04

EMPLOYMENT PREMIUM

If an indefinite employment contract is signed with the trainee, within a maximum period of 20 working days from the end of the internship, an employment bonus in the amount of

  • 2 times the monthly base remuneration foreseen therein, up to a limit of 5 times the value of the IAS;
  • An increase of 20% of the premium value when the hiring follows a traineeship contract signed following a traineeship project in an inland territory;
  • Increase of 30% of the value of the premium in accordance with the provisions of Portaria n.º 84/2015, of March 20th, which regulates the measure for the Promotion of Gender Equality in the Labor Market.

The granting of the employment bonus determines the obligation to maintain, for 12 months, the labor contract and the employment level verified at the beginning of the contract.

In situations of early termination of the internship, by agreement between the intern and the promoter, for the purpose of concluding an open-ended employment contract, the granting of the employment bonus determines the obligation to maintain the employment contract and the level of employment verified on the date of commencement of the contract, for 12 months, plus the remaining unfulfilled internship period.

SPECIAL REGIME

The internships developed within the scope of projects recognized as being of strategic interest to the national economy or to a particular region may have a duration of 6, 9, or 12 months.

CANDIDATE

The application period for the ATIVAR.PT Internships measure runs from 9am on December 16th, 2022 to 6pm on May 31st, 2023, in accordance with the notice of opening for applications.

Application Schedule for 2023

The calendar of applications for the measure Internships ACTIVATE.PT approved by deliberation of the Directive Council of the IEFP, IP for the year 2023, provides for 2 regular periods of application, on the following dates:

  • 1st application period between December 16, 2022 and May 31, 2023
  • 2nd application period between September 15 and November 30, 2023

Applications can be submitted from 9am on the opening day until 6pm on the closing day of each period.
