The first calls for proposals of Portugal 2030 are now open

The first 13 warnings of Portugal 2030 were launched

The programs cover areas ranging from training to health, rail, environment, information and communication, and technical assistance. In total, some 400 million euros are up for tender.

Today, Portugal can fully benefit from the resources of Portugal 2030. The opening of these first calls for proposals is the result of many months of work, of negotiations with the European Commission, of the preparation and approval of the Partnership Agreement and the Programs, and of everything that is needed to make this programming cycle operational, which is intended to strengthen, in addition to the Recovery and Resilience Plan (RRP) and other European funding instruments, the country's capacity for economic and social transformation". Affirms the Minister of the Presidency, Mariana Vieira da Silva.

In the area of training and capacity building

The North, Center, Alentejo and Algarve Regional Programs have opened applications for Professional Higher Technical Courses, an educational offer of a professional nature that seeks to contribute to the strengthening of skills and to a better response to the needs of the labor market.
In turn, the People 2030 Program (Thematic Program Demography, Qualifications and Inclusion) has invested in advanced training, opening applications to support PhD scholarships, privileging their market-orientation, and in supporting the development of initiatives that reinforce the institutional capacity building of the CPCS social partners.

In the area of environment

The Sustainable 2030 Program (Climate Action and Sustainability Thematic Program) has opened applications for projects to protect and defend the coast, which includes actions to restore and protect the coast.

On the railroad

The Sustainable 2030 Program has launched a notice for the renovation of the Vendas Novas Line, which connects the North and Alentejo Lines and will strengthen the rail connection between the Port of Sines and the national logistics hubs and Europe. It also opened a notice for railway rolling stock, with a view to the acquisition of 10 electric railcars for the regional lines.

In health

The Lisbon 2030 Program has launched a notice for hospital equipment, namely in the areas of oncology, cardiology and ophthalmology, with the aim of increasing the response capacity of the hospital services network to the new epidemiological and demographic challenges.
Finally, the Technical Assistance Program and the Alentejo 2030 and Algarve 2030 Programs launched calls for proposals in the area of technical assistance, with emphasis on support for operations that promote the design of innovative communication methodologies within the scope of European funds and proof-of-concept pilot actions.
After these first 13 notices, the tenders for the COMPETE 2030 and Mar 2030 programs will follow, with the government's priority now being the opening of applications for companies, namely in the scope of the Incentive Systems, particularly for productive innovation and internationalization projects for SMEs.
To allow the opening of these calls for proposals, in addition to the construction of the regulatory framework(publication of the Governance Model of the European Funds and the Portugal 2030 general implementation scheme), meetings of the Program Monitoring Committees were held in recent weeks, attended by economic and social partners, in addition to the entities involved in coordination and management, and where the selection criteria were approved.
To ensure greater predictability in the access to European funds, the annual plan of notices will be published in the next semester, which will allow potential beneficiaries to know which tenders will be available in the next three quarters.
Portugal 2030 materializes the Partnership Agreement established between Portugal and the European Commission, which sets the major strategic objectives for implementation between 2021 and 2027, and involves an overall package amounting to 23 billion euros. To this amount are also added the 16.6 billion euros of the Recovery and Resilience Plan until 2026, making a unique investment in the economy of our country.
